What You Should Do if Your Business is Inspected by
the Professional Immigration Police. .


Internal Protocol for Action During Inspections by the 
Professional Police of Migration and Foreign Affairs (PPME)

Objective:
To establish a standardized procedure for responding in an orderly, legal, and transparent manner to an inspection by the Professional Police of Migration and Foreign Affairs (PPME), ensuring compliance with Costa Rican immigration regulations and preventing administrative sanctions or contingencies.

Scope:
This protocol applies to all companies or employers who hire foreign personnel and covers the attention, documentation, and communication required during an inspection visit.

Responsible Parties:
Legal representative or business owner
Administrator or manager of the establishment
Human Resources or administrative department

Mandatory Documentation:
The following information must be available for each foreign employee: full name, nationality, date of birth, immigration document, job position, passport number, employment start date, and current immigration status.

Procedure During an Inspection:
Request identification from the officers.
Record their names and badge numbers.
Allow access and present the required documentation.
Accompany the inspection and sign the report.
Request a copy of the inspection report.

Expected Conduct:
Maintain a cooperative and respectful attitude, do not obstruct or conceal information, and direct all communication through the designated representative.

Risks of Non-Compliance:
Any obstruction may result in sanctions under Article 399 of the Penal Code, in addition to possible proceedings before the Ministry of Labor or the Costa Rican Social Security Fund (CCSS).
